　　可骇份子正策動放射性兵器襲擊，目標正是倫敦，自殺炸彈客在利物浦的大街上，引爆了一枚放射性炸彈，形成無數通勤者命喪街頭，並且讓早晨的天空裡瀰漫一層具放射性物質的雲霧。
　　對警方而言，重要之務是趕緊找出炸彈攻擊客並設法避免第二次攻擊。而對消防隊員來說，要在充滿毒氣的區域進行搜尋搶救工作，更是難上加難。對於緊急危機處理小組來說，他們必須安頓數以千計遭受爆炸攻擊而驚悸不已的群众，安撫他們的情緒並進行應有的淨化法式。
