亚历克斯（摩根·弗里曼 Morgan Freeman 饰）是一位资历丰富的警探，这一次，他被派遣负责国会议员女儿被绑架一案。杰姬（莫妮卡·波特 Monica Potter 饰）是负责庇护被绑架女孩平安的奸细，正为了自己的疏忽和渎职自责不已，趁此机遇，她激烈要求成为亚历克斯的同伴，一同侦破此案。
随着观察的深入，一个名为加里（迈克尔·温科特 Michael Wincott 饰）的汉子浮出了水面，除了绑架了议员的女儿，他还和城中发生的数起绑架案有着千丝万缕的联系。亚历克斯和杰姬随即展开了岁加里的追捕，但是，老奸巨猾的加里并不会轻易的被警方捕捉，恰恰相反，在不知不觉间，亚历克斯走入了加里所设下的弥天圈套当中。
