　　香港之前原本没有女子特警队，但由于Madam胡（胡慧中 饰）和Madam罗（罗芙洛 饰）两名女警长的出色表示，令到警局高层决议以她们为班底，组建有史以来第一支女子特警队——霸王花。Madam胡和Madam罗别离担任队长带队练习。女子特警队的练习一点也不比飞虎队轻松，在两人的严酷练习下，霸王花很快就能出动履利用命了。岂料在和飞虎队一路履行一次庇护珠宝使命时，Madam胡领军的霸王花被飞虎队均被国际大盗制伏。生死关头，Madam罗率队赶到！

　　“霸王花”这一贸易概念脱胎于《五福星》电影，最初是胡慧中典范的警女形象而独享的一个称呼。在1988年，《五福星》典范电影拍档相继四分五裂以后，其中的诸多贸易卖点都被电影圈一抢而空，不但是王晶接连以《平装追女仔2福星俏才子》、《最好损友》、《最好损友闯情关》持续掠料，而成龙则更是巧取了其中“霸王花”这一卖点大举炒卖。影片以身手出众的女警官作为主推，胡慧中、惠英红、罗芺洛这样的金牌打女终究有了用武之地，在影片中大展中国功夫。冯淬帆、许冠英、吴君如、成奎安、董骠等人的加入，更加影片供给了连篇累牍的笑料，影片虽讨情节较为简单，也没有超级薄弱的资金投入，但以上这些元素已经足以令其在市场上接管本钱。本片在1988年获得了一千六百万的票房，算是中上，但以影片主推新人的声势来看，这一点收益已经是极为可贵。
