◎简　　介　

　　上世纪初，疯狂的香港海盗频频劫持商船，斟酌到列国商家的投资信心会是以削减，继尔香港国际贸易中心的职位能够会不保，政府改编海军，建立了一支特警小队负责海上治安。
　　队长马如龙（成龙）履行公务时遭人谗谄，愤而告退。海盗头子罗三炮（狄威）抓走官兵家属做人质，政府决议操纵外线周永龄从中补救。由于早知周永龄与海盗勾结，马如龙自告奋勇拯救人质，他重组海军，制定了A计划，期望经过与下属洪天赐（元彪）及好兄弟卓一飞（洪金宝）作里应外合，将海盗一网打尽。
