◎简 介
1990年，一艘庞大的飞船出现在地球上空，人们惊慌不安，却又额外猎奇。经过一段时候严重的期待，外星飞船始终没有消息。人类终究谨慎翼翼靠近它，强行走进舱内，成果发现了不成胜数的外星人。他们描述丑陋，好像虾子，而且健康状态极差，虚弱有力。本来这是一群来自外星的难民，他们终极被地球人采取，并隔离在南非约翰内斯堡的一片地区内生活，此地名为“第九区”。经太长达20年的繁衍，外星难民的数目扩大至180万之多，且和周边人类的冲突抵触不竭，越来越多的人类呼吁将“大虾”赶出地球。
MNU（列国同盟构造）经过商量，决议将外星难民迁移到更加偏僻的地区。MNU外星事务部分的奸细威库斯（Sharlto Copley 饰）专门负责搬家工作。威库斯在带动进程中狂妄随意，与当地居民抵触频频。终极，他为自己的行为支出价格，外星人的奥秘流体将其传染，威库斯渐渐酿成了外星人的样子……
